On July 19, 2004, the El Dorado County Board of Supervisors adopted a new General Plan for the County. State planning law requires every County to adopt and maintain a "blueprint" for development throughout the county: a General Plan. This General Plan is the County's basic planning document and is the vehicle through which a County addresses, balances, and fits together the competing interests and needs of its residents. On March 15, 2005 the voters of El Dorado County approved the referendum on the plan adopted by the Board of Supervisors. This provided the opportunity for the County to return to the Sacramento County Superior Court to have the writ of mandate in the matter of El Dorado County Taxpayers for Quality Growth, et al. v. El Dorado County Board of Supervisors and El Dorado County lifted. On September 1, 2005 the Court ruled that the County had satified every term of the writ and it was discharged. The Courts ruling was appealed by the plaintiffs. On April 18, 2006 a settlement agreement was entered into by the County and the plaintiffs, settling the lawsuit resulting in the withdrawal of the appeal.
