Meet Our Staff

Rich Todd, BS
EMS Agency Administrator
Richard Todd was appointed EMS Agency Administrator for the County of El Dorado in November 2008. Formerly the Assistant EMS Administrator for the County of El Dorado, Rich brings to us 21 years of Aviation and Surface Rescue experience as a Rescue and Survival Program Manager and Aviation Survivalman for the United Stated Coast Guard. He is also a member of the Emergency Medical Services Administrators Association of California. As EMS Administrator, Rich plans and coordinates EMS Agency activities, reviews and evaluates various elements and programs of the EMS system for compliance with State requirements and County policies, and manages the day-to-day operations and support staff of the agency.

David Brazzel, MD
Medical Director
Dr. Brazzel joined the EMS Agency as Medical Director in September 2007. He is board-certified in Emergency Medicine and practices in the Sacramento region where he currently serves as a Attending Emergency Physician. Dr. Brazzel oversees all clinical issues to insure high quality patient care by all prehospital providers in the County of El Dorado.

Patti Perillo
Health Program Specialist
Patti Perillo has been with the EMS Agency since September 1989. She is responsible for issuing certification and accreditation to all prehospital personnel in the County of El Dorado, maintaining a prehospital personnel database, researching State statutes and regulations, issuing CE certificates, and providing assistance to the EMS Agency Assistant Administrator and the EMS Agency Medical Director.

Brian Bresnahan, EMT-P
QA Coordinator Brian Bresnahan works part-time with the EMS Agency and is responsible for the development of training, chairing the paramedic Field Training Officers group, and researching or revising EMS policies and protocols under the direction of the EMS Medical Director. He is also employed by El Dorado Hills Fire Protection District as an Captain Paramedic and has over 20 years experience in EMS.
